Born October 11, 1947. Anatoly Karpovich started working in Khanty-Mansiysk Autonomous District in 1988. He was the first to organize the Institution of Higher Education in Nizhnevartovsk which was founded as a branch of Tobolsk State Pedagogical Institute named after Dmitriy I.   

Anatoly Karpovich was the first head of the Nizhnevartovsk branch of Tobolsk State Pedagogical Institute. He was later promoted to be Rector of the university. He managed to create and maintain positive work environment.The teaching staff which included only talented and creative people was able to solve the problems of modernization of higher professional training.                               

In 2007 he was elected the President of Nizhnevartovsk State University of Humanities.

Anatoly Karpovich Karpov is the chairman of Rector’s Council in Khanty-Mansiysk Autonomous District, Ugra, the deputy Chairman of Rectors' Council in Ural Federal District and member of the Russian Rectors' Union.
